| Some time prior to 10th July 1994 the Attorney General received
a request for assistance from S. Nolfi Anderson of the Criminal Police
in Slagelse, Denmark. It was said that a serious and complex fraud
had been committed contrary to Danish law and that documents within
the Manx jurisdiction would be of assistance to the prosecuting authorities;
it was said that the documents were in the possession or power of
named persons or companies resident in the Island.
Accordingly on 10th July 1994 the Attorney General, pursuant to
Section 24(1) of the Act, issued an authorisation in respect of
all the present Respondents (save for J.E. Lassen) to Detective
Constable Roger Thomson of the Manx Constabulary; this authorisation.was
duly executed by him on 16th August 1994 at 19 Peel Road, Douglas,
when certain files were seised. On 17th July 1994 a further authorisation
pursuant to Section 24 (1) was issued in respect of the Respondent
Lassen to Detective Constable Guy Leslie Pickard, and this was also
executed at the same premises when further files were seized.
The Respondents were aggrieved by these actions of the Attorney
General and on 26th July 1996 filed a Petition of' Doleance in respect
of them requesting the Chancery Division of the High Court to revoke
the Notices (i.e. the authorisations) and to call on the Attorney
General to use his best endeavours.
